Walkthrough:
Talk to farmer Fred in Lumbridge to start the quest. He is in the house north of lumbridge castle next to the sheep field (Highlighted in blue on the map)
The wool
Go to the sheep field next to Farmer Fred’s house with a pair of shears and use them on 20 sheep. If the sheep escape just move onto the next one until you have twenty pieces of wool
Making the wool into balls
Head over to lumbridge castle and use your wool with the spinning wheel on the second floor of lumbridge castle. (Highlighted in red on the map)
Finishing the Quest
Talk to Fred again to complete the quest
